Although you may find ones that allow 100 in a send, it is very VERY 
doubtful you will find ones that allow too much more than 100, and 
certainly not 1000. The issue isn't with the ISP allowing it, the issue 
is with their mail server handling that many RCPT commands on a single 
email envelope.
But I'm sure there are pleanty of ISPs that are friendly to bulk 
mailings, and so won't complain if you send to 1000 people in a single 
sitting (but broken into a handful of emails, or even into 1000 
individual emails)
