This seems a bit more complicated than necessary to me.  I haven't used 
CE lately, but when I was I never noticed this slow down problem.  
Maybe because I only had about 7000 emails in my file at any one time.  

If I remember correctly, you can simply add a yyyy date to the database 
and index files and leave them in the mail folder and emailer will 
start a new database.  

To keep your year old messages in the current database you would need 
to make a copy of the db and the index and rename it by year and then 
delete all the messages in the current file more than a year old. 

 I may be missing something but this seems simpler than going to 
through ResEdit.  If you want to look up something in a previous year, 
simply go to the finder and add the current year to the current db 
files and remove the year from the file you want to inspect.  When I 
switched to an OS X email program I had seven renamed database files in 
my Mail folder.  I never had a problem with the database, even when 
switching to a new computer.  Of course, before doing any of this save 
your mail folder to a safe location.
