Actually, the fact that webmail works is almost meaningless to say the mail server is working correctly. Webmail systems usually use an entirely different interface to the mail server.

Try two things, 1: ping the mail server (both pop or "incoming" and smtp) and see if they respond. If they do, 2: telnet to the mail server and see if it connects.

If you have questions on how to do either, let me know what the pop (incoming) and smtp addresses are for the server and I can try doing both from here.

And as Marc already recommended, try sending and receiving separately so you can isolate if both are down, or just one. Also, do a full reboot of your computer, and verify if other Classic apps can get to the internet (is Emailer able to check mail from some other ISP, or try a web browser in Classic and see if you can get to a web page).
