This is not the behavior in my Mail v2.1.1.
Folders at the same level are arranged by alphabetical order that can't be changed. A nested folder can me moved out of an enclosing folder but it will then be placed in alphabetical order in the level it is placed.

Humm... it looks like you are correct. I have never cared about moving them from the order they are in, so when I went to try it, and it created a nice black line to show where it was being moved to, I simply reported it was that easy.

As it turns out, it isn't that easy. The black line shows it nesting in another folder, and when moved back up to the top level, always jumps back to the alphabetical position.

So ignore me... as it turns out, I have no idea how to move them to a different order.
