Yes, it is quite possible to do this. For example you can have tools
101,102,103 and 201,202,203 and ignore the "slot" number in the tool
table. Then the tool-changer logic needs to mask out the two rightmost
digits to decide which physical slot to present.
This is, I think, what people do. It just isn't what you would expect
to do when presented with a tool table with "tool number" and "slot
number"
