Is Schooner willing and able to put in the extra time to test the builds which do not come with standard libraries? Many packages I have dealt with in the past cannot be built with system libraries only. That is why many systems include a "third party libraries" subsystem and their source. All that being said, if Schooner really wants to go down that path, then is he willing to put in the work of maintain it and what is the long term impacts?
