G96 should be able to occur the moment a tool offset is called that
produces the correct current value. That's how it works on commercial
controls. If I'm at home position in x on a Fanuc or Mitsubishi control and
I do something like:

T505
G50S1000
G96S175M3

The spindle should start at a very low rpm, relative to the large diameter
that the X axis is located.

There's been a bit of a learning curve with g96 in lcnc. It doesn't quite
work the way I think it would/should.
