As regards conformity assessment, the manufacturer's responsibility depends on the procedure applied. As a general rule, the manufacture must take all measures necessary to ensure that the manufacturing process assures compliance of the products (e.g. to operate a quality system), to affix the CE marking to the product, to establish a technical documentation and to draw up EC declaration of conformity. New Approach directives do not require the manufacturer to be established in the Community. Thus, the responsibilities of a manufacturer established outside the Community are equal to those of a manufacturer established in a Member State.
