You are technically correct if the device can only be considered a telecom
accessory and not an ITE device.  

That is why I recommended Michael discuss the matter with CQC who issues the
certificates.  If there is any question the device could be considered an ITE
device the conservative approach is to see if CCC marking is possible. 

 

One concern is that the device be clearly labeled as a telecom accessory so
that there is not a problem with China Customs.

 

I personally sat down with both CQC in Shanghai and CQC in Beijing and
discussed some products that were borderline questionable whether they were
required to be compulsory certified.  I took in actual prototypes and got
answers.  In Michael's case they have already seen his product. CQC can give
him first hand answers.  In this case it maybe then that the CQC certificate
is all they will issue at this time.

In fact, CQC can not convert CQC certificate issued to Michael's client to CCC
cert becasue that product is not under CCC, but under CVC - China Voluntary
Certification Scheme.

 

As per CCC Implementation Rules, "Cell-Phone Charger" is classified as telecom
accessories which do not require CCC Mark. Only Chargers used for ITE, A/V
Products needs CCC.

 

What Michael's client got is China Voluntary Certificate. Currently there are
three equivalent CVC Marks, i.e. CQC Mark, CEMC Mark, and CESI Mark. Products
listed under CVC category will be phased in as the 2nd CCC Product Category,
but before is is officially announced. They can not be CCC Certified, but only
either CQC, CEMC, or CESI Certified.

CQC has their own mark.  It appears that what you received is the CQC
certificate. Please go back to your contact at CQC and ask if can get your CQC
certificate turned into a CCC certificate.  It will say CCC on the

During the transition period it was possible to get either a CQC certificate,
a Great Wall mark, or a CCC certificate. However from here forward the CCC
