Under R&TTE if you apply Harmonized Standard like the two standard mentioned
by you, there are no obligation to go to a EU notified Body.
You have only to apply all the harmonized standards covering EMC, SAFETY and
radio aspects prepare a Technical documentation and signa declaration of
conformity.
The test shall be execute in a laboratory that can apply the standards also a
internal laboratory is OK.
Under the R$TTE The Notified Body is not oblige to execute the test but hit
rule is only to revised the give a opinion on the Technical Construction File
(annexIV) and certify your internal quality system (annex V).

EN 301 489-1 and EN 301 489-3 for SRD contain emission and immunity requirement
