Pat, The intention of our committee (SC62A WG-13 at the time) was to use undated standards throughout the document, as has been recommended by IEC, CEN and CENELEC. It was our intention that the latest revision of CISPR 11 should be used. As a general point of opinion, Collateral Standards such as 60601-1-2 attempt to incorporate Basic Standards whenever possible. Modifications to the Basic Standard are allowed when the applicable product family standard committee deems it in the best interest of compliance with the intent of the Directive, in this case the MDD. This Collateral Standard may be further modified by the product specific standard referred to in the 60601-2-x series. Hope that helps! Annex ZA also cross-references CISPR 11 to EN55011:1998 Question - which is the 'reference'? CISPR 11 which is undated, or EN55011:1998, which is dated?
