If there is no product standard, you apply the relevant Generic 
standard, which will refer to EN 61000-4-2 for ESD test methods.

I'm not sure I understand your point. There are two reasons why CENELEC 
produces EN versions of the IEC 61000-4 series:

1. CENELEC earns money from the sale of the ENs through the National 
Committee implementations;

2. It is POSSIBLE that the European National Committees might want 
Common Modifications to these IEC standards. Luckily, that hasn't 
happened yet, and there is almost no enthusiasm for the idea.
