So if a product immunity standard was available (EN 55024 or EN 60601-1-2 for
example) we follow the referenced standards in those documents and if I need
to do ESD with no product standard to use the latest CENELEC document?  Maybe
I am missing something but for CE Marking I thought only standards in the OJ
could be used.  If that is correct where would the EN version of 61000-4-2
ever be needed?

I think that's technically known as a 'mistake'.

Indeed: Basic standards are not notified under the EMC Directive.
