It's not a simple calculation to recognize the less tangible ROI, since the only revenue flow is outward. For a company of any significant size, repeated trips to the test labs to retest tweaks on products that weren't designed for compliance in the first place will eventually equal or exceed your salary and travel expenses for standards work, but they will not have the vaguest notion of that on their spreadsheets. Some companies that outsourced compliance engineering discovered quickly that the cost per hour of service (as much as 3-4×) had a significant impact on budgets that were not clearly thought out ahead of time.
