For consumer use or simply limited to EMS use? After the Loma Prieta earthquake in 1989, all wire line services were overloaded and, if I remember correctly, were soon after reserved for "official" use only for a few hours. Cell services and users were less ubiquitous even such a short time ago, but I also recall discussions on tube that similar reserving of wireless services for EMS was also planned for future disasters.
