The difference between the two words is pretty clear if you look in an OED especially an older one - and would establish "conformity" being the correct choice.

The product is compliant or in conformance with certain standards, and the manufacturer declares such by creating a formal document that the EU calls a "Declaration of Conformity". Maybe the EU should have registered "Declaration of Conformity" as a trademark so that they could control its use?
