Don't forget we are dealing with Registered Trademarks. The NRTLs have complete discretion over who is allowed to use their mark. They also, of course, have complete discretion over what test data they accept.

This is what we had in Europe with each country having its government agency with trademark. It was decided long ago that it is not the best solution.
