In the project that I am currently working on the main PC, HDMI cable and 
Touchscreen is a subsystem of a larger system which includes hydraulics, 
turntables, D65 lamps, power supplies and many other sources of potential 
emissions for this device. Only the poorly constructed HDMI cable is the 
delinquent causing me grief. So it is not a peripheral it is part of the DUT.

Which goes back to my musing : With so much money and effort applied to EMC 
(especially emissions!) shouldn't compliant product (including cables and so 
on) be the norm rather than the exception? And if non-compliant product is the 
norm rather than the exception what can be changed to reverse that .... 
or.....well the next conclusion is obvious.

Why would one feel, philosophically, that it is required had to meet a limit 
with a noisy peripheral? You are not responsible for the peripheral's noise
