EMC2 is, at heart, servo software. It can make pulses from it's internal servo loops but step pulses are not the core of it's motion ability. The analog servo signals do require extra hardware for most applications. The Mesa boards mentioned are one such set. There are others listed in the wiki. The DC tachs, if that is what they are, connect directly to the Glentek drives and close the servo velocity loop. This sort of system may be old but I really like them. You will need to figure out if it also has encoders, if so, you are all set for the conversion.
