Are you really sure that the motor shaft is stopped ??? If the zero speed adjust is done I suggest you to increase the gain of the speed loop inside the motor driver first and then if not ok try to increase the position loop gain . Sometime if the loops are not well adjusted and there is an offset inside the motor driver it is possible to see the motor move slowly. In case of noises the issue is more complicated because many reasons are possible.
