If I understand correctly, what You mean by the "cutting above or below centerline", then Dave's sketch shows that it is inevitable anyway. If the code after offsetting is correct for producing required profile while in Decart's coordinates, then it will be correct also in polar coordinates.
I totally agree that offsetting _after_ conversion to polar coordinates will produce incorrect parts.
