Yes, if a line filter is so badly miswired that the earth connection is
missing, then its common-mode EMI rejection would be severely
compromised. The effect is though completely predictable and avoidable.
(As is running any appreciable length of earth wire to the filter, since
that's an inductor at RF, and every additional inch defeats the filter a
little more. Broad woven braid helps if a few inches are unavoidable.)

It's hard to muck up putting the power cable through a toroid a few
times, so that is possibly simpler, if only a little filtering is needed.
