Are you talking turbocnc?  The $60 is for access to the source code.  It 
runs just fine if you don't pay.

That being said..  I started using turbocnc (and it has not been updated 
since I stopped using quite a few years ago.  It is a pretty basic 
controller - Even the first Emc blew it out of the water IMHO.  It isn't 
as configurable and it also doesn't have any path blending ability.  It 
was a good learning experience but I would never ever go back.  (plus it 
will only do step/dir)

The only thing turbocnc has going for it is that it will run on 486 
class machines.  (Not worth it again imho.)
