My latest CNC PCs are HP and Dell Core 2 Duo PCs (HP DC7800 or DC7900). 
They have latency around 7000ns. I also have some P4 and P4 Celeron PCs 
that work well in the 20000ns area. Even the SFF PCs usually have a few 
slots for expansion. They are not too old so they can boot and install 
from a USB thumb drive. A 64GB SSD cuts the boot time in half.
