Gene; Have you tried the motor without the damper?
Seems the whole damper kludge was to make up for primitive half & full step drives being fed a pulse stream of questionable consistency. On the flip side - the rattle dampers using cylinder shaped weights needs to be loose and dry to work. Tests done with oil added proved this causing the damper to become effectively a fly wheel and making performance even worse then running nothing on the motor rear shaft.
