I had suspected EMI as the cause of these symptoms as well, until last night when things got really bad. The spindle and axis motors were NOT running. I was simply trying to set up for a run. Most of the behavior seemed like mouse clicks into random locations in the Manual Control window of Axis (including multiple very disturbing activations of the spindle start button). I had these symptoms with a different USB mouse as well. I will change out the mouse again, but I smell a rat...
