Torque is not even remotely the same regardless of speed. Above a certain base speed (usually well below max speed), a stepper motor is more constant-power than constant-torque, so the torque drops off inversely with the speed. The actual shape of the torque-speed curve is complex and depends on motor characteristics, drive characteristics, and supply voltage.
