Not sure what you're talking about here. I'm running Ubuntu 16.04 LTS, the latest stable release. To change the time and date settings (to pretty much anything that anyone could want), right click the time display in the top right of the screen and click on "Time & Date settings...". I honestly can't imagine how it could be easier or more intuitive.
But hey, at least in the later versions of Windows, I've heard that there is no need to click on the Start menu to shut down the computer. That was so intuitive. :-)
