I wrote the "carousel" component to be the best way, and it probably is for
some systems.
It certainly seems to work well for a number of lathe turrets.

For a mill you typically need to combine carousel for turret motion with a
remapped M6 and a G-code subroutine to handle the required axes motions to
pick up and drop tools.
