Now that I read this, I feel the need to tell that I experienced this behaviour from time to time in 2.8 but with the manual jog lever (wich is connected thru a 7i73) not the keyboard. It felt mostly like a switch not making good contact but I'll check this with halscope later when I'm at the shop. I didn't give it too much importance because jogging with the keyboard seems to work perfectly.
