Yet another version of the Extended Window Manager Hints patch:

This is a patch on the current CVS version. It applies nicely to the 0.16.5 source tarball.
Changes since -kw6:
- The epplets use GNOME hints to set layer, stickyness, etc., so these are now enabled by default again.
- Skip focuslist for desktop and dock windows.
- I think I got auto* going (--enable-hints-ewmh/gnome/kde). Not pretty but it seems to work.
