As a very basic proof of concept, I've copied the Configuration -
Theme module and added a few simple lines of code to make it apply the
same theme file to ewl and etk.

Currently, it sets any theme as the default theme for ewl.. a full
implementation would first check that the them contains ewl groups
before applying it. (This can be hazardous since ewl doesnt seem to
check either before applying)
ETK unfortunately, does not provide a function to set the absolute
path as the theme... so applying a theme in the .e/e/themes folder
will not work.. but that function can be easily added if ETK is not on
the brink of extinction.

To test this module, I've taken the detour theme for e17, ewl & etk
and packed it all into one edje file:

(I havent tested the theme fully, I hope the theme's maintainer will
take the time to cleanly merge all three into one)

If anyone finds this interesting, we can try to make a more polished version
