Maybe the work they're doing isn't useful for the rest of the  
community. Maybe they had to sign an NDA to work with a specific  
chipset and can't give back. Maybe they implement something that is  
central to their business and don't want to give away the keys to the  
kingdom but are willing to help with other parts of the lib in the  
public.

There are lots of reasons.
