Since both Eterm and e16 are actively maintained and use some of the
libs under libs, wouldn't it make sense for them to be under apps?
There are still plenty of users for them and placing them under old
seems like tagging them for near-term deprecation to me.

If you want them under another directory, then stable makes more sense
to me since they are the current stable release and do maintain
stability across releases.
