I quite like the idea of different configs for different architectures and
configurations.

just files with config data.

CONFIG_ARM_LINUX_WAYLAND_DRM_X11
CONFIG_AMD64_LINUX_X11
CONFIG_AMD64_OPENBSD_X11

Then specify a config and build with Makefiles...

make CONFIG_ARM_LINUX_WAYLAND_DRM_X11
make install

???
