It doesn't do it because you are using ebuilds with version 9999 and this 
doesn't change. So emerge (not layman) doesn't upgrade them. This is 100% 
normal portage behaviour.

Easiest way out is to use sets which requires portage-2.2 or greater. It's 
hard masked as well, just unmask it. The layman repo comes with a bunch of 
sets that you can use. Read the docs.

A full update then becomes a simple

emerge -av @enlightenment

this will give the full efl plus the wm. Other sets exist too.
