Mail can be sorted in multiple folders. A single message can only be filed in one place.

Are there any rules between them?

Are these from a person or a list? If it's a list, then use the Mailing List Manager. This is a simpler form of rules and runs before your personal rules.

I see you are on OS 9 and it's been a while since I used Entourage 2001 and can't remember if categories have changed since then.

You can assign a color to a category. Categories> Edit Categories

Now in your preferences for Address Book , be sure to check  “Automatically match message categories to senders’ categories”.
