Yes, it is.  So that is a known bug?  I'm not sure if there is a limit to
the number of filters you can apply to one rule, or if it got corrupted upon
transfer.  I have about 75 different past clients that are filtered into
this folder.

I'll try recreating the rule, then disabling the old rule.  That may be a
less cumbersome way of addressing the problem.

Yes, it is happening regularly to me as well.  I'm assuming there will be a
