Well, there is also M mode, where you can set the aperture to whatever you want, and have the shutter speed set to whatever you want also. The background will be exposed based on the combination of shutter speed and aperture, while the foreground subject will be illuminated based on your flash setting (+/- flash exposure compensation). If you want 1/60 (or 1/250) no matter what you set the aperture on, then set 1/60 and just change the aperture. It's simple really. Canon just doesn't do it for you.
