I read where mirror slap is only a big problem at certain shutter
speeds like 1/30th or so. I believe it. So avoiding this by going to a
longer exposure or shorter can really help.

Often, the problem is a combination of many things including the
tripod, the shutter speed, and the wind.

The IS should be a good indicator of a steady tripod. If the IS causes
the viewfinder image to wander then the tripod is steady. Turn it off
:-)
