Sounds like your Tripod/Head aren't really doing a good job of holding
the camera steady.  

There is some back-handed good news in that, because it means you should
be able to turn your IS back on while this lens is on the Tripod.  I
know Canon says not to do that, but I have found it does work just fine
WHEN your tripod is not actually holding the Camera/Lens perfectly
steady. This is particulary true if you are not fully locking down the
head so you can follow your subject. 

You do have to be careful doing this, though, as having the IS on can
actually introduce movement if the camera is really rock-solid.  When
using my smaller travel tripod, I used to use this lens with IS on all
the time.  I found as my technique improved, and under circumstances
that allowed me to really get the tripod locked down, I had to turn it
off more often.  With shorter exposures, you can actually observe if the
IS is helping or hurting right through the viewfinder before you take
the shot.  For very long exposures there seems to be more risk that IS
will kick in at some point and spoil the shot.
