Thank you for the suggestion.  

That's a lead for the formal / official FAA channel however; has anyone out 
there actually worked with the FAA before?   (I have not.) 

My third hand observation from the local EAA types is that the SoCal FAA folks 
tend to be more focused on the airlines (as they should be here), and tend to 
be less flexible that other areas of the country.

I have no idea who the real players are or would be to work the proposal 
through; or what the best approach would be, given the players and existing 
vested interests.   My guess is that a low key approach to start may be 
best...???   Basically I don't want to set off alarms that cause bridges to be 
burned ahead of us.

would have to work on it.
