Do you have a web front-end for the files or quote-additions for your topics? What's next? A ranking system? How about a reply-to-confirm for forwarded submissions? You could use email aliases for the topics, like mail to [EMAIL PROTECTED] could accept submissions, fwd them to you, and be accepted if you "just hit reply" like mailman's subscribe-confirmation automagically does...
