Maybe you could rig something up that popped it up only when the brake pedal was pushed... Or only have it work when the car is parked... I think 50 watts takes about a 1 meter diameter windmill, it would work pretty well here in the windy desert (when the car is parked! :) ) The car's original electric cooling fan might work, too.
