Having worked for a supplier of parts to GM for the EV1, I can say that
GM never "geared up" for volume production. Normally, an auto company
will pound a part supplier down on price, with promises of millions of
orders to follow. But the EV1 tooling they ordered was all for low
volumes, and they placed the minimum size orders possible, with no
contracts for further purchases. It was clear they had no intentions of
ordering any more than the minimum needed to satisfy California's ZEV
mandate.

Similarly, they never tooled any production line for the EV1. They were
produced at the Technical Crafts center in Lansing MI.
