I don't know of one off-hand, but it is very straightforward to do. The easiest way would be to add a switch to the 24v electric wheelchair etc. that rewires the two 12v batteries in parallel for charging. Then, all you need to do is plug it directly into the car's 12v electrical system, and the wheelchair's batteries will be charged right along with the car's 12v battery. -- Lee A.
