Pack swapping would be expensive -- you'd need at least 2x the packs. You also 
still need some way to charge the packs. If you do a dump pack, even if your 
dump pack is lead acid, that's still a significant expense and a lot of weight.

If the vehicle has regenerative braking, you can do tow regen with a truck. I 
have done this, it was fun to get hundreds of charging Amps ( 
http://explodingdinosaurs.com/9electric/2009saltflats  ) . If your regen is 
stout enough, this will easily be much more power than any charger you plug in.
