Not necessarily, if it takes a pack of, for arguments sake, 400Ah at 300V to do a days' stage, say 90 cells, if the pack is changed to be a pair of 200Ah packs the weight in the car is reduced by 585kg, the total pack cost (2 x 200Ah vs 1 x 400Ah) is similar, the car drives much better (keeping in mind that this is a road rally with lots of winding sections).

If you do a dump pack, even if your dump pack is lead acid, that's still a significant expense and a lot of weight.

If the vehicle has regenerative braking, you can do tow regen with a truck. I have done this, it was fun to get hundreds of charging Amps ( http://explodingdinosaurs.com/9electric/2009saltflats ) . If your regen is stout enough, this will easily be much more power than any charger you plug in.

It may be possible to tow during the days' tour sections (the cars drive out to the race stage then on to the nights' rest area) but may not be acceptable to the rules. The opportunity to tow enough regen in a paddock may be a possibility, so something to consider.

Its' quite a challenge to do this race, due to the sheer length of the days' stages.

As I understand it, a standard Tesla did the "Rookie" Targa event in 2011, which is shortened, I don't even know if they are planning to do the "Rookie" or main event. At present they asked me to assist with the EV parts of the build, and I know very little about the rest of their plans, so I'm ga thering ideas before I go and meet up with them at the car some time in the next week or two. ...
