It may not matter with removing the lock washers.  They don't actually do
anything and they cost something,  If there is no flat washer below it it
can make the joint less effective, by reducing the area through which the
clamping force is transferred. You also don't want flat washers that are
incorrectly sized like the next size up.

Cars now last 200,000 miles and more.  These are the details that make this
possible.
