Chris, you were directing your comment toward Cor, But I wish to reply to
it,  Not to be argumentative but to explain.  This regulation (IMHO) is not
"Onerous," but apparently it is needed and has been the law since 1991. We
are a familiar with hobbyists who work with EV,  many are contributors to
the EVDL .  But most professional mechanics (Auto Technicians) have formal
vocational training. The first topic in my first class (Attended In 1967)
was safety, fire extinguisher use, CPR, rescue procedures in case of fire
or electrical shock, Fuel safety and cautions. How to not fall out of the
aircraft and to be safe sitting in an ejection seat.(I was trained to
repair B-52 Bombers by the USAF.) It was about 9 months of schooling for my
specialty and everyone who touched the aircraft was taught safety!  I
included safety in my curriculum when I began teaching in 1981.  No student
was injured, in my shop or lecture hall, in my 20 years of teaching
vocational education.  There are lessons in auto mechanics schools about
the safe ways to work near gasoline. It is a very serious subject but,
there are no voltages over 60V DC present in an ICE system except the spark
plug wires and there is a lesson on handling towe also. but, EV and Hybrids
have voltages of up to 600 V.DC at hundreds of amps. That has the power to
kill! And that is not in the training scope of ICE service training. Don't
kill the messenger! I am only saying these mechanics and EV owners need
some safety training so they can know how to work safely...
